2. Analyses of existing local, regional and national regulations and strategic documents
Project partners conducted analyses of existing local, regional and national regulations and strategic documents on both sides of the cross-border area, which will provide a broader picture of planning and management activities in the energy sector at the local, regional and national level.

3. Energy poverty definition for cross-border area
Project partners, in cooperation with relevant experts who work in energy, public administration and social welfare field and daily encounter the problem of energy poverty, have developed energy poverty definition for the HU-HR cross-border area. The development of the definition is addressed in the document Energy poverty definition for HU-HR cross-border area through several main chapters. In order to develop the definition, project partners first analyzed the legislation of the project partner countries related to energy, energy poverty and the social welfare system in order to identify existing policies and measures aimed at energy poverty mitigation, after which they held six work group meetings to ensure cooperation of relevant experts in identifying the criteria to define energy poverty and defining the concept of energy poverty. The conclusions of work group meetings are also included in this document. Based on the conclusions of the meetings and project partner’s knowledge in the field, project partners agreed on a common energy poverty definition for HU-HR cross-border area.

4. Guidelines on energy poverty mitigation planning
In order to provide expert and advisory assistance to local and regional government units, project partners developed Guidelines on energy poverty mitigation planning for local and regional government units. The main objective of these guidelines is to provide guidance to local and regional government units on how to include energy poverty mitigation measures in their future strategic and planning documents in order to ensure energy poverty reduction in their administrative area over the long term.

5. Public call for interested households
In order for project partners to select ten (10) family houses in Medjimurje County (5) and Zala County (5) which will be included in the implementation of pilot actions which include conduction of energy audits, preparation of energy certificates and implementation of basic construction characteristics measurements (thermographic imaging, blower door testing, heat transfer coefficient measurement) on May 27, 2021 on the official project partners websites Public call for collecting applications of interested citizens – private house owners or co-owners in order to assess their energy poverty risk and/or energy poverty stage by implementing pilot actions was published.

6. Guidelines for enhancing energy efficiency in households
Energy poverty is result of a combination of low income, poor thermal efficiency of housing objects and high energy cost. Inadequate comfort and sanitary conditions in housing and work environments, such as inadequate indoor temperatures, deficient air quality and exposure to harmful chemicals and materials, contribute to lower productivity, health problems and higher mortality. Households have several ways to save energy and one is by changing their consumption habits. Since people do not easily change their habits, the increasing energy costs have definitely the biggest impact on energy consumption in households. Recognizing this problem, project partners developed a document „Guidelines for enhancing energy efficiency in households who face the problem of energy poverty.“

7. Analysis of current funding possibilities for energy refurbishment of households in the cross-border area
There are several ways to finance energy refurbishment of households in cross-border area. Among others they include national funds available through national bodies and housing loan subsidy programs through assistance measures of national governments, applications to calls published by local governments that want to encourage young people to stay in their area, and loans from commercial banks – “green loans”. Within the document Analysis of current funding possibilities for energy refurbishment of households in the cross-border area project partners in detail analyzed the existing funding sources for energy refurbishment of family houses on both sides of border.
8. Analysis of available technical solutions for enhancing energy efficiency in the cross-border area
Energy efficiency of buildings during construction and reconstruction stage has become increasingly important and includes effective planning of eco-design, building orientation, effective use of green plant systems for the roof and building facade, use of shading, planning of natural lighting and natural cross section ventilation, etc. Modern building regulations define the requirements of building engineering systems and set building envelope thermal performance limits, which also determine the most optimal energy consumption in terms of technical and economic conditions. Project partners developed this document to suggest possible technological solutions for enhancing energy efficiency of housing objects in cross-border area.

9. Energy audits and measurements of general building characteristics of family houses in cross-border area
Through the pilot project activities, energy audits were performed, energy certificates were prepared and measurements of general building characteristics of family houses (thermal imaging, blower door test and measurement of heat transfer coefficient) were implemented for a total of 10 selected family houses in Medjimurje county (5) and Zala county (5).
Since these documents contain personal data of selected family houses owners as well as details of the objects, in accordance with the General Data Protection Regulation – Regulation (EU) 2016/679 they can not be made public.
10. Detailed plans for enhancing energy efficiency in households
Based on implemented energy audits, developed energy certificates and results of implemented measurements of general building characteristics of family houses within the pilot project actions, detailed plans to increase energy efficiency for a total of 10 family houses in Medjimurje county and Zala county were developed. Detailed plans in addition to the results of implemented energy audits and measurements of basic construction characteristics, include measures for enhancing energy efficiency and RES usage with proposed technological solutions and financing possibilities.
Since these documents contain personal data of selected family houses owners as well as details of the objects, in accordance with the General Data Protection Regulation – Regulation (EU) 2016/679 they cannot be made public.
11. Project leaflet
The CO-EMEP project partners have officially released the project leaflet. The leaflet offers a snapshot of the project’s background, the main goal of the project, and the expected results of the project. Besides, all the general information about the project, like the list of project partners, the duration and budget of the project, and of course the links to the project webpage is included too.
